Risk exposure:
Recommendations for decreasing risk exposure
were sent to the Administration´s Subordinate Tribunals, due to
the existence of weaknesses that placed the efficiency and
efficacy of the following in doubt: the Pipeline´s signaling
system, the fire security systems at El Alto and Refinery
workshops. Recommendations were also emitted so as to
comply with technical norms –of storage and sale- regarding
aviation fuels at Tobias Bolaños, Daniel Oduber and Juan
Santamaría airports, to assure the quality of fuel sales at
La Garita terminal and to optimize the estimation of tank
infrastructure costs, with the ultimate aim of reducing risks
in these facilities. The Specific Risk Evaluation System and
application mechanisms of Internal Control Self Assessments
were also evaluated and recommendations were made to
strengthen these systems and to strengthen Corporate Control
and the Risks Unit.
The Administration was warned about a the particularities of
a hiring charter related with a comprehensive food service
provision that could have caused an unsatisfactory coverage
of the company´s necessity. The allocation process of contracts
regarding the Refinery´s tanks was also evaluated as overpriced
by a company worker who proceeded to notify this issue.
He advised the
Board as to the
accounting treatment
of evaporative losses
in the hydrocarbon
inventory
management.
The purpose
is to
strengthen
weaknesses
identified in
the existing
control
systems:
physical
inventory of
products in
the terminals.
Control:
Active Administration was provided with
recommendations on different levels, all with the purpose of
strengthening weaknesses identified in the following existing
systems of control: the physical inventory of products stored
at El Alto, Barranca and Daniel Oduber campus; the Fuel
Transfer Administration; the acquisition of goods and services
via Small Sums Hiring; readjustment payments for works on
infrastructure; Aviation Fuel Transport service charter and
vehicle maintenance; preventive maintenance of information
technology equipment at work stations; the evaluation of
Fixed and Ongoing Assets Accounts and Cash; Hiring Activity
Information System (SIAC) and Public Budgets of the General
Comptroller of the Republic (SIPP).
