RECOPE´s main objective is to
meet national fuel demand under
the principle of “service cost” (at
the cost of supply). Prices are
set according to the Law and
the Autoridad Reguladora de
Servicios Públicos (ARESEP), which
takes into consideration that a
sufficient remnant is necessary
for developing facilities and
maintaining an inventory that
will prevent shortages in times of
crisis.
The company has been attacked
due to the price of fuels in the
country
on
many
different
occasions and scenarios, despite
the efforts made with regards
to importation, refining and
distribution. This is due to the
lack of knowledge with regards
to price fixing mechanisms and
the factors that influence price
variations and adjustments.
One example is the “flat tax”
on fuels established by the
Legislative
Assembly
and
recollected by RECOPE. This tax is
referred to in Article 1 of Law No.
8114, Law of Tax Simplification
and Efficiency published in issue
