Integral Skills Study
(Management of human talent based in skills model)
The Management of human talent model based in skills
model was developed, which allows higher objectivity in Human
Resources processes and sub-processes, to align performance
with objectives, strategies and corporate values and to execute
training plans and occupation skills development.
Based on the provisions contained in article 122 of the
current Collect Conventions regulations, in August of 2012, the
Board of Directors agreed to request an integral study of positions
according t o skills to be implemented by management. It shall
comply completely with the Salary Policy directives issued by the
Budget Authority. A contract with the University of Costa Rica
was signed to this effect, through the Investigation and Training
Center for Public Administration (CICAP), to develop a model of
Human Talent Management based on skills, consisting of seven
(7) parts:
The total amount of the contract signed is one hundred
thirty four million colones (¢134,000,000), with the corresponding
budget provisions, duly approved by the external entities.
The agreement reached by the Board of Directors
established for a termof eight (8) months, to develop the positions
profile manual. However, due to a technical recommendation
and in order to successfully implement skill-based management,
other components were included in the contract. Hence, the new
term of the contract shall be twelve (12) months, starting on June
10, 2013.
Through DRH-0339-2013, the Technical
Secretariat of the Budget Authority was notified that
the project commenced on June 10, 2013, for a term of
12 months.
Current situation:
Diagnostic of the current situation in the field of position
classification and valuation.
Position profile manual by skills.
International benchmarking.
Skills dictionary.
Proposal for a management system for recruiting and
selection.
Valuation and wages scale.
Detection of training needs, based on skills and the actions
necessary to close the gaps.
A)
The awareness plan was developed for all staff,
jointly with CICAP and Sitrapequia officers, which
included visits to various terminals.
B)
A document called “Diagnostic of the
current situation in the human resources area”
was received, for which five million colones
(¢5,000,000) was paid, according to the contract
and prior approval by the Technical Commission.
C)
The project was suspended at the request of
the Presidency for two months, according to Letter
GG-1972-2013
