“The ordinary risk rating committee, Pacific Credit Rating (PCR),
unanimously decided to ratify the AAA rating, with a stable outlook, to the A Program
for Issuance of Standards Bonds for Refinadora Costarricense de Petróleo, S.A.”, as
stated in the PCR report issued in San Salvador, El Salvador, on this past April 11th.
Among the reasons considered by PCR for the foregoing are the strong relationship
the company has with the Costa Rican government, as well as the control exerted over
its operations and its monopoly position, that allows stable income, which increased
slightly over the previous term resulting in acceptable levels of coverage. At the time
of this analysis, the obligations undertaken in bonds issuance have been met.
