mooring dolphins, four breasting dolphins (two at
sea and two on land), and a platform for loading/
unloading cargo, were completed.
Completion of this project will double the current
capacity to accommodate ships and vessels;
increasing the capacity from 40 thousand
deadweight tons to 80 thousand deadweight tons
(560,000 barrels). This project includes all the
requirements to ensure operational safety and
efficiency, including systems that aid in: navigation,
firefighting, automation, control, and unloading fuels.
The portion of the amended budget financed with own
funds in 2015 amounted to ¢1,745.6 million colones,
¢1,596 million colones of which were executed. The
portion of the amended budget financed with bonds
amounted to ¢8,596.1 million colones; ¢6,918.2
million colones of which were executed.
LOADING/UNLOADING PLATFORMS IN MOÍN
This project consists of the installation of seven
storage tanks and the construction of 13 loading/
unloading platforms (3 of which are intended for
storing clean product, 2 for storing asphalt, 2 for
storing LPG, 2 for storing bunker or intermediate
fuel oils per weight, and 4 for storing bunker or
intermediate fuel oils per volume). The project
also consists of the construction of two ethanol

This project was suspended on June 20th, 2013.
In 2015, however, the Sociedad Reconstructora
Chino Costarricense S.A. (Chinese/Costa-Rican
Re-construction Association – SORESCO as per its
acronym in Spanish) reported that the agreed-upon
reduction and control of administrative expenses
had been fulfilled.
The amended budget for the project as at December
31st, 2015 amounted to ¢455.9 million colones,
¢4.46 million colones of which were executed.
EXPANSION OF ATLANTIC PETROLEUM
TERMINAL (ATPPA AS PER ITS SPANISH
ACRONYM)
This project consists of the construction of a mooring
dolphin for unloading petroleum based products,
such as: crude, gasoline, diesel and Jet A-1. The
project has an estimated cost of 98.64 million dollars.
ICA-MECO (ICA, Ingenieros Civiles Asociados de
C.V.-Constructora Meco S.A.), a Mexican/Costa-
Rican consortium, is in charge of the project.
