Activities related to contracting or acquiring tugs
for berthing tanker vessels and settling pending
payments for port services rendered to RECOPE
by la Junta de Administración Portuaria de la
Vertiente Atlántica (JAPDEVA) in 2013 and 2014.
3. Procedures and processes related to notary
services
The controls and requirements related to
enabling the notary service were reviewed,
including the hiring of external notary publics,
role assignment, monitoring, referral and
submission of notary certifications to participate
in international competitive bidding.
4. Procedures and processes related to billing and
sales
Registration of master data (clients and contract
carriers), connectivity earnings, electronic
card sales and contingency billing system in
terminals and storage sites.
General audit
The administration was advised on the risks
involved in the submission of reports to the press,
especially when these are related to administrative
procedures, and on the Principle of Due Process, to
determine the real truth behind the factual evidence
and take the appropriate decisions.
Another important indication to highlight concerns
the risk of failing to resolve disciplinary and/or
administrative issues in a timely manner, especially
when known to the Board of Labor Relations and
the departmental committees. This according to
the powers vested in the administration in the
exercise of their duties, which are irrevocable, non-
transferable and imprescriptible.
Secondary financial audit
This secondary audit involved the processes,
secondary processes and activities specified below;
observations and recommendations where made in
regards to these processes, secondary processes
and activities with the intention of strengthening the
relevant internal control systems:
