Caribbean Oil Port Terminal
Project Description and Development
RECOPE’s total investment plan
amounts to $289 million dollars and
involves developing a number of
strategic projects and subprojects to
strengthen the NFS; a truly one-of-a-
kind fuel system in all Central America.
These projects will address all manner
of concerns, including import logistics,
fuel loading/unloading and POS
systems, and storage capacity. The chief
concerns that will be addressed are:

The expansion and modernization
of the Caribbean Oil Port Terminal.
•
The storage capacity of 3 of the
terminals (8 more storage tanks will
be installed in the El Alto, La Garita
and Barranca terminals).
•
The
black-petroleum-product
storage capacity of the Moín
terminals (4 more asphalt and
bunker storage tanks will be
installed in Moín).
•
An additional new Liquefied
Petroleum Gas (LPG) Horton
Sphere: YT-7711.
•
Six new horizontal LPG cylinders.
•
Three new large storage tanks for
high-octane gas, bunker and diesel.
Due to multiple schedule extensions that
had to be obtained in 2016 to complete
the above cited projects; altered the
originally agreed upon schedule. The
primary causes behind the delays were
adverse weather conditions and, to a
lesser extent, a lack of materials.
Through the modernization of the
Caribbean Oil Port Terminal, RECOPE
shall have the necessary infrastructure
to reduce operating expenses, and to
continue providing nationwide fuel
distribution services in the foreseeable
future. The project is expected to be
completed in 2017. The expansion
consists of the construction of a dolphin
structure for unloading petroleum-
based products, including gas, diesel
and Jet A-1 fuel. The total cost of the
expansion project is $98.64 million
USD and its construction is overseen
by a Mexican-Costa Rican consortium.
The length of the existing northern
breakwater structure was extended by
200 meters; the dredging for the dock
areas and the access channel to the
Caribbean Oil Port Terminal were also
expanded. In addition, construction of
four berthing dolphins, four mooring
dolphins (two at sea and two on land),
and a loading/unloading platform with
pedestrian accessways and walkways,
was completed.
